Preface 

This is the third edition of ANSI/CSA NGV 5.1, Residential fuelling appliances (RFA). It supersedes the previous editions published in 2016 and 2015. The following are major changes to this edition: a) addition of coverage for ANG appliances, incorporating coverage from CSA IR-7-16; b) addition of Table 8 to address constituent limits and additional natural gas properties; c) addition of test gas requirements under Clause 8.2.1 for testing to apply the physical characteristics of CSA Group standards "Test Gas A" used in performance testing under other CSA Group standards with specific reference to Test Gas A heating value and specific gravity (shown in Table 5and taken from CSA/ANSI Z21.47/CSA 2.3); d) removal of the test method for verifying material adhesion and legibility; e) harmonization of coverage to the extent possible with CSA/ANSI NGV 5.2; and f) additional language for accessibility. This Standard is considered suitable for use for conformity assessment within the stated scope of the Standard. This Standard was prepared by the Subcommittee on Residential Refuelling Appliances for Natural Gas Vehicles, under the jurisdiction of the Natural Gas Transportation Technical Committee, and has been formally approved by the Technical Committee, American National Standards Institute, and the Interprovincial/Territorial Gas Advisory Council. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group. 

Scope 

1.1 General This Standard details mechanical, physical, and electrical requirements for a newly manufactured appliance that compresses natural gas for vehicles and dispenses directly into a) the vehicle natural gas fuel storage system, referred to as a residential fuelling appliance (RFA); or b) the vehicle’s activated carbon adsorbents-based adsorbed natural gas (ANG) fuel storage system, referred to as a residential fuelling appliance (RFA). This Standard applies to appliances that incorporate compression and dispensing in the same appliance. Notes: 1) Vehicle fuelling appliances (VFA) are addressed in CSA/ANSI NGV 5.2. 2) Devices dedicated only to dispensing fuel into vehicles are addressed in CSA/ANSI NGV 4.1. 

1.2 Application This Standard applies to all appliances that are intended a) for natural gas only (see Clause 1.1); b) for outdoor or indoor installation in non-living spaces (e.g., garage); c) for ambient temperature not below −40 °C (−40 °F); d) for nominal voltage not exceeding 240 V AC; e) for fill pressure not exceeding specified vehicle service pressure; f) for flow rates per Clause 5of this Standard; g) for connection to residential utility gas piping systems in accordance with the requirements of the applicable Code; h) to meet installation fire safety requirements in accordance with the requirements of the applicable Code; i) for single and dual fuelling hose gas compressor packages; and j) for installation in accordance with NFPA 52 or CSA B108.1 where not in conflict with the requirements in this Standard. These requirements apply only to ANG appliances for use with vehicles that contain activated carbon- adsorbent material with an MDP/RCP ratio less than or equal to 1.5, and that have a service pressure of 6205 kPa (900 psig). 

1.3 Pressure references All references to "kPa" and "psig" throughout this Standard are to be considered gauge pressures unless otherwise specified. 

1.4 Resolution of conflicts In the case of conflict between this Standard and federal, national, provincial/territorial, state, or local requirements, the requirements of the authority having jurisdiction take precedence. 

1.5 Units of measure This Standard contains SI (metric) units corresponding to the inch/pound quantities, the purpose being to allow the Standard to be used in SI (metric) units. If a value for a measurement and a corresponding value in other units are stated, the first stated value is to be regarded as the requirement. The given corresponding value may be approximate. If a value for a measurement and a corresponding value in other units are both specified as a quoted marking requirement, then the first stated unit or both are to be provided. Note: IEEE/ASTM SI 10 or ISO 80000-1 is used as a guide in making metric conversion from inch/pound quantities.
